as far as apps go, sequencing is a means to an end, that end being execution and the resulting state transitions

if rock beats paper on my RPS app because the sequencer wills it, then I probably don't care about the minutia around perf characteristics of the chain (granted this is a poor example and probably shouldn't live on chain anyways)
