NEW - German state of Bavaria will introduce a tax on water: "Groundwater is our blue gold," says Minister-President Söder.

MORE - Söder added: "Climate protection is very important to us. The consequences of climate change affect Bavaria particularly in terms of water and weather. We have decided on the water cent today and are pursuing a long-term water strategy."
