The EU keeps calling this a "single, all-inclusive US tariff ceiling." See: But, as they note in the small print and as the Trump executive order makes clear, it's not, really. Where tariffs were already >15% (like for trucks) that higher rate still applies.
It is true that the US has said it will set pharma, cars, and other products to 15%: But from what the US is saying, that 15% does not look much like a ceiling -- many things will be set there, some might be lower, but some will be higher.
