This highlights the *myth* that Western public land is bottlenecking growth. The existing private land in Maricopa County houses 4.6 million people, generally at low density. At the density of Paris, it would hold 300+ Million! I think that is plenty for the water resource.

It kind of surprised me to learn that the vast majority of Maricopa is government-owned. I know it's a large county, but still, with nearly 5 million people, I would've thought it'd be more developed. But then, I suppose the county is larger than New Jersey, so.
