Dotonbori and Tsuruhashi in Osaka have always been high-risk areas for various fires, mainly due to the narrow roads and dense buildings. The most critical issue is that both areas are concentrated with barbecue restaurants, where many of the fuels and various flammable materials are stored together, leading to one or two fires every year.
