計画は「小規模」から始めて18カ月で150%に達し、その後250%まで増やして米国の医薬品製造を国内に強制するというものだ。
オーストラリアの保健大臣は、これを国営バイオテクノロジー大手CSLへの直接的な打撃であり、年間輸出額$1.4Bへの脅威であると述べた。
