What led him to think that it was ok to withhold key information from the sitting president of the us regarding the Steele dossier? Here is my guess: psychologically, he felt the dossier did not need to be proved. The fact that it was plausibly true in his mind disqualified Trump from office, so in essence, he was acting as though his presidency was illegitimate. To him, a president would have to be above reproach, whether the charges are true or merely perceived. It seems to me he had a higher calling than merely obeying the president of the US.
